The Euro 2008 strike sensation wants to stay in Spain and join Real Madrid or Barcelona.
Villa and his Spanish strike partner Fernando Torres are both Blues targets.
A £65million package is being put together for the pair with Valencia hotshot Villa valued at £22m.
But Villa, 26, would prefer to stay in his homeland while Liverpool will reject any bid for Torres.
Villa hit his fourth Euro goal against Sweden on Saturday to take Spain into the quarter-finals.
Valencia are resigned to losing him but Villa told friends if either Barcelona or Real Madrid try for him that is where he will go.
Even in England, he would prefer Arsenal to Chelsea because of their style of play.
Liverpool boss Rafa Benitez twice tried to sign Villa and, although that option is unlikely, the player is a fan of the Anfield chief.
